I looked at your pictures and think that your camera was in nite mode or low lite mode. It causes the shutter to stay open longer to allow more light in - thus distorting any lights that may be in the picture. When shooting in that mode it is always best to use a tripod, so the camera doesn't move. The best thing to do is just leave the camera on "auto", or raise your iso.

can this also make lights where there are none I will rember to stay out of night mode.

yes, it can. any light source around will be distorted through out the picture.
